Changes from OBBB

The One Big Beautiful Bill (OBBB) has resulted in substantial changes that impact how commercial fleets operate. Enacted on July 4th, OBBB is a comprehensive piece of legislation that is already beginning to make a significant impact.

One of the immediate effects is a significant rollback of green initiatives that, until recently, were central to commercial fleet planning.

For fleet managers, the finance and taxation provisions of the OBBB present some exciting opportunities. Fleets will be able to take advantage of immediate and full expensing—meaning 100% bonus depreciation—on all qualified vehicles and equipment.

As fleet leaders dig into the 900+ pages of this new bill, it’s clear that staying informed and being flexible will be key to navigating this evolving policy landscape.

Slow Drivers Won’t Like Connecticut’s New Highway ‘Camping’ Law

Connecticut has begun cracking down on slow drivers in the left lane by passing a new law that will be enforced starting October 1. The legislation allows Connecticut police to ticket these drivers if they stay in the left lane without passing another vehicle.

Those found guilty of left lane camping will receive a $142 ticket per offense. Connecticut Senator Christine Cohen described the law as helping to prevent drivers from impeding the flow of traffic and clarifying expectations in the left lane.

Connecticut lawmakers have also highlighted how left lane camping can cause other drivers to weave in and out of traffic to pass dangerously.

Key Highlights, Monday July 21, 2025 

Vehicle-related inflation remained subdued in June, with vehicle prices declining month over month, according to the CPI, even as the overall CPI accelerated. We observed wholesale used prices higher in June, used retail prices were stable to higher, and new retail vehicle prices increased.

Auto sector retail sales outperformed the broader market in June, rising 1.2% month over month and contributing to stronger-than-expected retail growth.

Consumer sentiment around vehicle buying improved in July, reaching its highest level since January, as inflation expectations eased and interest rate perceptions improved.

The Great EV Cost Divide: Which States Offer the Biggest EV Savings?

Electric vehicles can slash your driving “fuel” bill — but exactly how much you save depends on where you live, or rather where you charge. Here’s a state-by-state look at per-mile EV costs using the latest electricity rates and gas prices.

Your EV’s operating cost comes down to two numbers: your local residential electricity rate and your vehicle’s efficiency.

According to the latest (2023) data from the U.S. Energy Information Administration, Louisiana averaged 13.46 ¢/kWh, Washington 13.03 ¢/kWh, Vermont 23.20 ¢/kWh, California 31.77 ¢/kWh, and Hawaii led the nation with 42.44 ¢/kWh (April 2025). Pairing these rates with an average EV efficiency of 3 mi/kWh yields per-mile “fuel” costs ranging from just 4.49 ¢ in Louisiana to 14.15 ¢ in Hawaii.
