Federal government shutdowns during the budget battle have stopped National Highway Traffic Safety Administration from carrying out intended vehicle recalls. The team that investigates vehicle defects has been put on furlough. The agency had to stop 333 of its 597 workers from showing up at work since the shutdown began on Oct. 1. It also puts on hold crash tests and anticipated new regulations including guidelines for event data recorders and backup cameras.
