States are revolting against the guidelines for implementing the Real ID Act of 2005. The law established national standards for driving licenses and was inserted into an emergency spending bill passed by Congress for military spending and Asian tsunami relief. Each state would be responsible for verifying that persons applying for a license are in the U.S. legally.
