A driver who was ticketed for flashing his headlights to warn oncoming traffic of radar patrol has filed a statewide class-action lawsuit against the Florida Highway Patrol and other state traffic-enforcement agencies for issuing headlight-flash tickets. The lawsuit claims violation of the driver’s First Amendment right to free speech. Florida patrols have stopped citing motorists for flashing headlights until the case is resolved.
