Homeland Security selected New York City as a staging area for its pilot tests to scan containers for nuclear material in ports and trucks entering cities. The initiative to protect the US from an attack by terrorists using dirty bombs will screen nearly 100% of containers entering the country by next year as well as commercial traffic entering major cities, regardless of whether the freight crossed international borders.
