NHTSA Official James Tamm to be a Part of NAFA I&E Session

James Tamm, a top National Highway Traffic Safety Administration (NHTSA) official that has been heavily involved in proposed rulemaking regarding Phase 2 greenhouse-gas emissions (2 GHG), will play a key role in the Lightning Rod Legislative Issues session at NAFA’s 2015 Institute and Expo in Orlando, Florida. The session takes place on Thursday morning, April 16. 

Tamm will share the stage with NAFA’s legislative counsel in Washington D.C. Patrick O’Connor, President of the firm Kent & O’Connor. 

The Environmental Protection Agency (EPA) has announced that the proposed Phase 2 greenhouse-gas emissions (2 GHG) rule for medium- and heavy-duty vehicles, originally planned for publication in March, will be delayed until June.

The proposal was sent for White House review on March 27, according to EPA’s Regulatory Development and Retrospective Review Tracker.

The joint EPA-National Highway Traffic Safety Administration (NHTSA) proposed rule will address fuel-efficiency standards for medium- and heavy-duty on-highway vehicles for model years beyond 2018 but likely would not take effect before 2020, according to EPA. The Phase 2 rule will follow the first-ever greenhouse-gas emissions and fuel-efficiency standards issued in 2011.

Tamm, Fuel Economy Division Chief with Office of Rulemaking at NHTSA, leads the Fuel Economy Division which is responsible for establishing Corporate Average Fuel Economy (CAFE) regulations for passenger cars, light-duty trucks and medium-duty passenger vehicles, and fuel efficiency regulations for medium- and heavy-duty commercial vehicles and work trucks. The division is also responsible for reviewing and approving manufacturer petitions for alternative CAFE standards, and implementing consumer information programs, including regulations for some content on the fuel economy label and new regulations for alternative fuel badges on light-duty vehicles.
