Element to Acquire Car IQ

J.D. Power: November New-Vehicle Retail Sales Decline 4.8% as Effects of EV Pull-Ahead Persist

Total new-vehicle sales for November 2025, including retail and non-retail transactions, are projected to reach 1,255,900, a 5.2% decrease year over year, according to a joint forecast from J.D. Power and GlobalData.

The seasonally adjusted annualized rate (SAAR) for total new-vehicle sales is expected to be 15.4 million units, down 1.2 million units from November 2024. New-vehicle retail sales for November 2025 are projected to reach 1,058,500, a 4.8% decrease from November 2024.

“November’s results reflect another notable—yet anticipated—decline in the new-vehicle sales pace, driven largely by the pull-ahead of electric vehicle (EV) purchases prior to the expiration of federal EV tax credits on Sept. 30,” said Thomas King, president of OEM solutions at J.D. Power.

In the time since I wrote my last end of year message, this past year has taught me what matters most. My Family. My Friends. My Colleagues. And equally as much, the professional relationships I’ve spent decades forging in this great industry we all love.

When I look at the common denominator, one thing stands out about this industry above all else – People. People are what really matters most in fleet. People and relationships.

Perhaps more than in any other industry, fleet is a business of relationships. Big enough to feel like the important sector of American business that it truly is. Small enough to where seemingly everyone is on a first name basis.

In my opinion, the Power of Human Connection is the single defining principle that guides our industry. It’s one of the three things I want our team to stay supremely focused on in 2026.

Combatting Fraud

One shocking truth about fraud today is that you’re losing 5 to 20 cents of every dollar spent on your fleet’s operations to internal theft, external skimming, and misallocation. That’s not an accident – it’s the built-in vulnerability of open-loop payment systems.

We spoke with William Fitzgerald, vice president of anti-financial crimes at WEX, a leading provider of payment solutions, where he oversees the development and implementation of fraud strategies and policies.

He is more than qualified for the responsibility, with over twenty years experience leading fraud operations and incident response teams in various industries, including financial services, payment cards, and tax products.

“Our (AI) systems analyze millions of transactions across our closed-loop network every day… We identify normal behavioral patterns – how often drivers fuel, where they go, how much they spend – and flag anything that deviates from those norms in real time.”

Mentorship

At Used Car Week 2025, I had the opportunity to join an amazing group of women on the Women in Remarketing Panel. Being part of that conversation reminded me just how important mentorship has been throughout my career.

When I started in remarketing, there were very few women in the industry. It often felt difficult to break through or be heard, and women were frequently associated with administrative roles rather than operational or leadership roles.

Today, I’m proud to lead a full female remarketing team at Union Leasing, a group with over two decades of combined experience that is doing an exceptional job.

Mentorship played a huge role in shaping my career. My hope is to continue paying that forward by helping others grow, gain confidence, and see the bigger picture of what’s possible.

Maryland Wanted Everyone to Jump on EVs. Now It’s Taxing Chargers

Maryland has long pitched itself as a leader in clean energy, aiming to put 1.1 million electric vehicles on its roads by 2030. As of October 2025, registration numbers are under 150,000, so the state is far from meeting its target or even its desired adoption rate.

Beginning on January 1, 2026, all public EV chargers in Maryland that accept any form of payment must register with the state’s Weights and Measures program. To do so will cost $150 per charging port annually. For common four-port Level 2 installations, that’ll be a cool $600 a year in state fees. By comparison, Maryland charges just $20 per gasoline pump nozzle.

According to officials, inspectors will confirm registration and ensure chargers clearly display required information, including rates and responsible service contacts.

USPS is Delivering its New Fleet

The Postal Service plans to roll out 106,000 new vehicles by 2028, including 45,000 battery-electric next-generation delivery vehicles and 21,000 commercial-off-the-shelf battery-electric vehicles. So far, more than 35,000 new vehicles are on the road.

Additionally, USPS is upgrading infrastructure at its facilities with the addition of charging stations for the zero-emission electric vehicles, of which over 14,000 have already been purchased.

The new vehicles offer better visibility, ergonomic seating, air conditioning, safety features and user-friendly operations, along with increased cargo capacity to allow more packages to be carried per trip, boosting environmental and operating efficiency.

1 State’s New Driving Laws Make It Much Easier to Lose Your License

New York state is expanding the license points system to include more violations. The number of points you can rack up before losing your license will drop.

Many violations that once meant a simple ticket now add points. An equipment violation, such as a dead lightbulb, will earn you a point. An illegal U-turn will land you two points. Failure to move over for emergency vehicles now carries a three-point penalty.

New York used to yank your license once you hit 11 points in 18 months. Under the new law, the number drops to 10 points. And points won’t follow you for 18 months anymore. They will linger for 24 months.

Texas’ New Car Registration Rule Might Backfire Big Time

Texas just changed its vehicle registration process, making it impossible to register a vehicle if you’re not a documented American citizen.

The main assumption behind the new law is that unregistered drivers won’t drive. Ironically, that’s where the theory falls apart. Undocumented residents rely heavily on personal vehicles for work, groceries, school runs – basic survival. Restricting registration doesn’t remove the need to travel; it only removes the ability to do it legally.

According to The Texan Tribune, one in 20 Texans is an undocumented immigrant. If even half own a car, that means more than 800,000 vehicles could soon be unregistered and uninsured on Texas roads.

The DMV

Long wait times at the DMV are often cited as an irritation for motorists, so we wanted to explore which states are making it easier for you to conduct your vehicle admin, and which are lagging behind.

A study from dmv.com found that the average U.S. motorist spends 44 minutes at an office before receiving any form of service. With the average hourly U.S. wage at $36.53 in 2025, Americans could lose an estimated $6.2 billion, across the 235 million licensed drivers per year.

To find out where drivers have it easiest, we analyzed DMVs in the three most populated cities in each state, looking at opening hours, weekend availability, and whether drivers can complete some of the most common DMV services online.
