Tariff Tracker

Curated by Ed Pierce, Fleet Management Weekly

Since Fleet Management Weekly’s April 23rd Tariff Tracker article, the U.S. automotive and fleet sectors have seen several significant tariff updates, policy adjustments, and new industry responses.

On April 29, 2025, the U.S. President signed a Proclamation and Executive Order introducing “import adjustment offsets” for auto parts used in vehicles assembled in the U.S., providing partial relief from the 25% tariffs on imported auto parts and vehicles.

Many OEMs and fleet managers accelerated imports before the April 3 deadline, resulting in a temporary inventory spike, which is now being followed by shortages.

EV Purchase Consideration

From J.D. Power

Despite a cloud of uncertainty around future EV interest and potential economic headwinds hanging over the automotive industry, consumer demand for EVs has remained stable, according to the J.D. Power 2025 U.S. Electric Vehicle Consideration (EVC) Study.

The study reveals that 24% of vehicle shoppers say they are “very likely” to consider purchasing an EV and 35% say they are “somewhat likely,” both of which remain unchanged from a year ago.

“Despite the market volatility, EVs have found a solid ground for consumer consideration,” said Brent Gruber, executive director of the EV practice at J.D. Power.

MADD Reminds Everyone to Prioritize a “Safe Summer” As Memorial Day Celebrations Kick Off

As families fire up the grill, hit the highway, or head out on the water for Memorial Day weekend, Mothers Against Drunk Driving® (MADD) is encouraging everyone to make safety part of their holiday plans.

Memorial Day weekend marks the unofficial kickoff of summer — and the launch of MADD’s “Safe Summer” campaign, a season-long effort to prevent impaired driving, protect teens, and keep the nation’s roads and waterways safe.

No matter how you choose to celebrate, you should never drive, or allow anyone else to drive, under the influence. In 2022, drunk driving claimed 215 lives, accounting for 43% of all traffic fatalities, during the Memorial Day holiday period.

Subaru Blames ‘Market Conditions’ as it Raises U.S. Vehicle Prices

In response to the impact of hefty 25% trade tariffs, Japanese automaker Subaru is implementing price jumps ranging from a few hundred to up to $2,000 starting in June.

Buyers searching for Crosstreks and Imprezas will see a $750 bump in price. Forester buyers must endure a price hike between $1,075 and $1,600, depending on trim. Ascent buyers will see an increase between $1,085 and $2,055, while buyers of the Legacy sedan will see a $1,600 bump.

Subaru imports as much as 45% of its U.S. market vehicles from overseas; however, Senior Managing Executive Officer Tomoaki Emori says it can squeeze out more cars from its Indiana factory.

US Expected to Declare Biden Fuel Economy Rules Exceeded Legal Authority

The U.S. Transportation Department is expected to declare that fuel economy rules issued under then President Joe Biden exceeded the government’s legal authority by including electric vehicles in setting the rules, automaker officials said Monday.

Transportation Secretary Sean Duffy said the department’s National Highway Traffic Safety Administration on Friday submitted its interpretive rule, “Resetting the Corporate Average Fuel Economy Program” to the White House for review.

Removing EVs from the calculations for credits and the regulatory mandates could result in lower overall fuel economy requirements.

Honda Cuts EV Investments, Pivots to Hybrids

Japan’s Honda Motor will scale back its investment in the next generation of electric vehicles and car software by 30% due to slowing demand. At the same time, the automaker will expedite the launch of more hybrid models.

“Based on the current market slowdown, we expect EV sales in 2030 to fall below the 30% that we previously targeted,” said Honda CEO Toshihiro Mibe today. He added that electric cars might make up around 20% of the company’s sales by the end of the decade.

Under the new plan, Honda wants to launch 13 all-new hybrid models globally by 2031. The automaker expects to sell between 2.2 to 2.3 million hybrids by 2030.

Remarketing

By Bill Bishop, SVP of Sales and Marketing, FLD Remarketing

Welcome to the Q2 version of our White Metal Market Report, now in its 9th year of keeping fleet professionals in tune, up-to-date and in-the-know about the state of the used wholesale vehicle market.

Like much of the world, right now fleet is eaten up with all things tariff, something that was evident during a recent series of Customer Advisory Board interviews we recently conducted with top fleet managers.

One bright spot is that new vehicle availability has recovered and by many accounts resulted in a vehicle surplus as fleets learn to make do with what they have or hold on to an aging inventory due to uncertainty.

NAFA I&E in Long Beach

By Tod Trousdell

I asked a cross section of this year’s NAFA conference attendees to give me their thoughts on this year’s I&E held April 28-30 at the Long Beach Convention Center.

To many – including me, attending my 14th NAFA in a row – this year’s event felt more like the NAFA’s of 10, 15 years ago.

In addition to the exhibit floor, which was open for two days, the show also featured its annual 100 Top Fleets, the Technician Training Program, and its Media Day, as well as the Ride & Drive Event and an indoor test track.
